I gotta agree. I’ve thought what might be best is to randomly select someone from the registered voter’s list, and make them “whatever” for a term.
Or then there’s the bumper sticker: “Two terms - one in office, one in jail”.
My favorite societal model is the one prexented by Robert Heinlein in “Starship Troopers”.
